This is a speech that should have been made 5 or 6 years ago, shortly after 9/11. The emotional impact of this emotional speech will be completely lost. It is, as you mention, completely correct in its analysis of history. It is based on fact after fact after fact, and completely irrefutable.
Had it been given 6 years ago, current criticism of the President and the GWOT would be far more muted. No, I am wrong: the critics of the President have damn few facts to support them, so facts are meaningless to them.
Nevertheless it is 6 years too late.
